Smart cities and inclusive urban development are much in demand in Thailand and other Southeast Asian nations facing increasing problems in urbanization such as traffic jams due to rapidly surging urban population, as well as air pollution, waste disposal, and shortage of quality housing available to the middle-income group. According to the US research firm Frost & Sullivan, the global smart city market is estimated to reach $ 2 trillion by 2025, with fastest growth expected in the Asia and Pacific region where political and economic conditions are expected to stay relatively stable.
Last July, “ASEAN Smart Cities Network” was launched in the region and 26 cities of the member nations were selected for pilot smart city projects, including Chonburi, Bangkok and Phuket of Thailand. In Thailand, hosting the ASEAN Summit this year, smart city development projects will be launched in seven municipalities: Phuket, Chiang Mai, Khon Kaen, Chonburi, Rayong, Chachoengsao and Bangkok under the direction of Digital Economy Promotion Agency (depa) of the Ministry of Digital Economy and Society Development. The agency in charge of promoting smart city development in Thailand also plans to foster the smart city of Thailand to be among the top ten list in the world by 2036.
Catching up with this momentum, the Nikkei Group will host the forum “Sustainable, Resilient and Innovative Smart City for Inclusive Urban and Rural Development” on November 29, 2019 in Bangkok, together with Sasin School of Management @ Chulalongkorn University.

Dr. Passakon Prathombutr graduated the interdisciplinary Ph.D. program in Software architecture and Computer networking from the University of Missouri, Kansas City. He has been working as a researcher at National Electronics and Computer Technology Center (NECTEC), Ministry of Science and Technology, Thailand since 1992. In NECTEC he was the director of Next Generation Internet Laboratory, the director of Intelligent Transport System program and the director of Information Communications and Computing Research Unit. He then moved to serve as the director of the Service & Data Innovation program at the National Science and Technology Development Agency (NSTDA). Besides, he was the president of Thai Intelligent Transport System (ITS) association or ITS Thailand, and he was the co-founder of Thailand IPv6 association, Thai Intelligent Traffic Information Center Foundation (iTIC) and the CCTV Consortium. At present, he is the chair of CCTV Consortium, the editor-in-chief of the International Journal of Intelligent Transportation System Research, Springer. Today he serves as the senior executive vice president of the Digital Economy Promotion Agency (depa) to manage the mega flagship projects like the smart cities and the IoT institute.

Professor Dr. Thanaruk Theeramunkong
Chairperson, Master Engineering in Information and Communication Technology for Embedded Systems
Thanaruk Theeramunkong is currently a professor at School of Information, Computer and Communication Technology at Sirindhorn International Institute of Technology (SIIT) at Thammasat University, Bangkok, Thailand. He is the Program Director of Information and Communication Technology for Embedded Systems (ICTES) at TAIST Tokyo Tech, National Science and Technology Development Agency (NSTDA). He is also an Associate Fellow, Academy of Science, the Royal Society of Thailand. As a professional society, He is the president of Artificial Intelligence Association of Thailand. He serves as an academic committee to the Industrial Section, National Research Council of Thailand (NRCT).
He received his bachelor degree in Electric and Electronics Engineering, master and doctoral degrees in Computer Science from Tokyo Institute of Technology. He was a research associate at Japan Advanced Institute of Science and Technology in Japan and a MIS manager at C.P. Seven Eleven Public Co., Ltd. in Thailand. He got several awards, including the Very Good Research Award in engineering field from Thammasat University in 2008, 2009 and 2010. Recently, in 2014, he has received the National Outstanding Researcher Award in the field of Information Technology and Communication Arts. He also got several best paper awards from conferences and societies, including the Japanese Society for Artificial Intelligence, PAKDD workshops, and KICSS. In 2015, he also got a Gold Medal with the Congratulations of the Jury from the 43rd International Exhibition of Inventions of Geneva for the inventions of automatic semantic-based multi-document summarization and application to public hearing. Later in 2019, He also got four medals (1 gold, 1 silver, 2 bronzes) from the 47th International Exhibition of Inventions of Geneva. His research interests are natural language processing, data mining, text mining, machine learning and applications to service science. He was an associate editor of the Institute of Electronics, Information and Communication Engineers (IEICE). He is a member of the Steering Committee of the Pacific-Asia Conferences on Knowledge Discovery and Data Mining (PAKDD) and a member of the Steering Committee of the Pacific Rim International Conferences on Artificial Intelligence (PRICAI). He is the author of more than 50 papers in various journals with impact factors and more than 140 conference papers.

Ryohei Gamada is a senior economist in JETRO Bangkok since Mar 2017. Since 2010 when he assigned to Deputy Representative of AEM-METI Economic and Industrial Cooperation Committee (AMEICC) Secretariat, he has developed his carrier as a specialist of ASEAN regional integration, policy recommendation development in regional economic issues, as well as Japanese business strategy analysis in ASEAN.
Gamada has been working with relevant ASEAN bodies, including ASEAN Secretariat, ASEAN Business Advisory Council (ASEAN-BAC), East Asia Business Council (EABC), the Federation of Japanese Chambers of Commerce and Industry in ASEAN (FJCCIA) as well as ASEAN-Japan Business Council (AJBC), to develop specific policy recommendations and cooperation programs in terms of business environment development, trade facilitation, logistics and digital economy segment.

Dr. Watcharas Leelawath

Dr. Watcharas Leelawath serves his second term as the Executive Director of Mekong Institute (MI). Prior to joining MI, he was the Deputy Executive Director of the International Institute for Trade and Development (ITD). Before coming back to Thailand, he worked as Assistant Professor of Economics at the University of Minnesota, Morris, USA where he taught International Economics and Mathematics for Economists.
He is a trade economist with a strong interest in trade and development cooperation issues under GMS and ASEAN frameworks. He has extensive research experience in the fields of International Labor Migration, Regional Economic Integration. He has published several articles on trade- related topics and has co-authored a book entitled “Economics and Trade in Goods: An Introduction.”
Dr. Leelawath earned his undergraduate degree from Chulalongkorn University. He finished his M.A. and Ph.D. in Economics from the University of Kansas, USA.

Dr. Takamasa Fujioka is Associate Professor of Global Management and Management Control System at Meiji Business School (Tokyo) and the Director of Sasin Japan Center of Sasin School of Management of Chulalongkorn University. He concurrently serves as Visiting Professor of NUCB Business School (Nagoya) and Visiting Associate Professor of Waseda Business School(Tokyo).
He has written and edited seven books and published wide range of academic articles on business strategy, management control systems, global business, corporate social responsibility and emerging market. He often appears on various medias and conferences as key opinion leader of international business.
At the practice side, he has been serving as an external board of director of Japanese listed companies, an executive advisor for various national conferences, founding member and auditor of Tomiyama (Takara Tomy) Cultural Foundation, and as well-regarded consultant for many other corporations. Japan Association for Smart Cities in ASEAN (JASCA)
Japan Association for Smart Cities in ASEAN (JASCA)
The Government of Japan established a new organization named Japan Association for Smart Cities in ASEAN (JASCA) on October 2nd, 2019 in order to enhance the collaboration between ASEAN and Japan and contribute to development of smart cities by formulating actual projects.
The JASCA led by 7 Japanese ministries consists of more than 200 members including local governments, private sectors who are interested in promoting smart cities in ASEAN as well as public sectors including JICA(Japan International Cooperation Agency), JOIN(Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development), JICT(Japan ICT Fund), JBIC(Japan Bank for International Cooperation), NEXI(Nippon Export and Investment Insurance) and UR(Urban Renaissance Agency) which have financial schemes supported by the Japanese government and/or know-hows accumulated through long history of urban development in Japan.
The JASCA's roles are follows:
1) Project Incubator to enhance development of smart cities in ASEAN
2) Single Contact Point to build public-private relationships between ASEAN countries and Japan
3) Total Solution Coordinator in accordance with challenges, needs, and targets which ASEAN cities have by collaborating with Japanese public and private sectors.
By the end of March, 2020, The JASCA is going to hold following-up meetings in some ASCN cities to identify challenges, needs, and targets in those cities and possible projects.
Dr. Katsushige Yamada

Dr. Katsushige Yamada, Research Fellow at Toray Industries, Inc. is a leading scientist with a long experience in bioprocess. A native of Nagoya City, born in 1956, he received M.S. in Agriculture from Nagoya University and Ph.D. in Pharmaceutical Science from Tokyo University. His research efforts are focused on the bioprocess based on biocatalysts such as microbe and enzyme, fermentation technology and biomass conversion by biocatalysts.
Dr. Yamada joined Toray Industries, Inc. in 1980 and has been involved in developing a bioprocess for production of biochemicals from biomass and earned the respect of his company and became the Research Fellow of Bioprocess in 2007. He has been developing a novel membrane-integrated bioprocess which can make a breakthrough in a saccharification, fermentation and purification of biochemicals production form cellulosic biomass. His works were awarded The CSJ Award for Technical Achievements from The Chemical Society of Japan in 2011 and 2015.
Dr. Yamada serves as the leader of the project: The Demonstration Project for an Energy-Saving Cellulosic Sugar Production System Using Bagasse in the Kingdom of Thailand supported by New Energy and Industrial Technology Development Organization (NEDO) of Japan. The results of this project will contribute to produce 2 nd generation biochemicals and to establish an alternative value chain from bagasse in Thailand.

MinebeaMitsumi, a comprehensive manufacturer of high-precision components, established a local subsidiary in the Phnom Penh Special Economic Zone, Cambodia in 2010 as the country's first manufacturer of precision electronic components. The Cambodia plant commenced its production in 2011. The plant currently has approximately 9,000 employees and it is the largest number of employees employed by a Japanese company operated in Cambodia.
The company has been working on the Smart City project since 2015, installed approximately 7,000 high-efficiency LED streetlights in Phnom Penh and Siem Reap, contributing to the sustainable growth of Cambodia with combinations of wireless network and various sensors to resolve issues of energy conservation and infrastructure development.
Based on the experiences in Cambodia, the company prepares to expand the project to South East Asia such as Thailand, Japan, Europe and the United States.
As a Vice President, he works on top relationship liaison between the Cambodian government and related parties.
Prof. Dr. Yoshitugu Hayashi

Yoshitsugu Hayashi is Professor of Chubu University and Emeritus Professor of Nagoya University, Japan as well as Distinguished Guest Professor of Tsinghua University, China.
He is one of the world-wide 100 Full Members of “Club of Rome” and President of its Japanese Association, President of “Society of Social Management Systems” and Ex-President of “WCTRS (World Conference on Transport Research Society)”.
His research includes modeling and policy on “low carbon, sustainable and resilient cities” and his created QOL (Quality of Life) based planning. He has published more than 30 books including “Transport, Land Use and the Environment (Kluwer)”, “Urban Transport and the Environment (Elsevier)”, “Intercity Transport and Climate Change (Springer)”, “Disaster Resilient City (Elsevier)”, “Climate Change, Energy Use, and Sustainability (Springer)”, etc.
He was the chairman of JICA study “BIRDS ACESS” (1992-1996) proposing “Railway oriented city of Bangkok” in cooperation with NESDB (National Economic and Social Development Board), which became the base for today’s transport network plan.
